v6.7.25: Catalog validation and collector reads

Mania conversion validation
The worker now declares its release-pinned Mania conversion-validation catalog before installing the storage guard, and retains that path through configuration reloads. This fixes reads of the validation sidecar. Keys, recalculated/source difficulty, catalog revision, style and share checks remain mandatory; ineligible charts remain excluded.
Operational collectors
The health, reporting and wiki collectors can again use the existing read-only SQLite helper as the database owner inside their service sandbox. Database permissions remain intact, and reads avoid creating root-owned WAL sidecars. The operational changes take effect on collector runs without restarting the bot.
Validation and deployment
All 796 offline regression tests passed, together with read-only four-room catalog startup checks. Compatible worker updates use the normal empty-room gate. No mutable player database or runtime catalog was replaced.
